1 Introductions, apologies, substitutions and declarations of interest

1.1 The Chair welcomed Members to the meeting.

1.2 Apologies were received from Dawn Bowden AM. Huw Irranca-Davies AM attended as a substitute.

2 Scrutiny of the Older People's Commissioner: Annual Report 2015-16 and Work Programme for 2016-17

2.1 The Committee questioned the Older People’s Commission on her Annual Report 2015-16 and Work Programme for 2016-17.

3 Motion under Standing Order 17.42 to resolve to exclude the public from items 4, 5 and 6

3.1 The Committee agreed the motion.

4 Scrutiny of the Older People's Commissioner: Annual Report 2015-16 and Work Programme for 2016-17 - consideration of evidence

4.1 The Committee considered the evidence received during the scrutiny session with the Older People’s Commissioner on her Annual Report 2015-16 and Work Programme for 2016-17.

5 Consideration of regulations made under the Regulation and Inspection of Social Care (Wales) Act 2016

5.1 The Committee considered the draft regulations to be made under the Regulation and Inspection of Social Care (Wales) Act 2016.

6 Inquiry into winter preparedness 2016/17 - consideration of draft report

6.1 The Committee agreed the report subject to minor amendments.

7 Public Health (Wales) Bill - Stage 1 evidence session 1 - Minister for Social Services and Public Health

7.1 The Committee received evidence from the Minister and her accompanying officials.
